Car and Driver Safety
5.0 General Rules
- Violation of any safety rule may result in penalties
- No car will be allowed on the track unless an ambulance is present and flagmen are on duty.
- Car/Driver must yield to the clean-up/safety crew at all times.
- All Safety Rules outlined in this section as well as each Divisions Rules must be followed.
- The minimum age limit for driving will be 14 with experience.
5.1 Car Interior
- The interior of the car must be completely enclosed in respect to the engine compartment, track surface, tires and rear fuel cell compartment. All cars must have metal firewalls between driver’s compartment and engine as well as driver’s compartment and fuel cell. Fuel cells must be approved type metal container with bladder. Fuel cell must be securely mounted within protective structure of car.
5.2 Added Car Weight
- Added weight must be in solid blocks, no less than five (5) pounds, no pellets, sandbags, etc.
- No weight may be located within the driver’s compartment.
- All weight must be securely bolted in place with a minimum of one 1/2” (inch) grade 5 bolt per fifteen pounds (15 lbs) of ballast each bolt must have a flat washer against the face of the ballast and a lock nut. Weight may not protrude below the frame rails.
- All weight located within a weight rail must be immobile and secured by a weld nut welded to the weight rail and a minimum of one 1/2" (inch) bolt per fifteen pounds (15 lbs) of ballast.
- All weights must be painted white and have the car number on each weight. Dislodged weight can not be returned to car for weighing after the race.
- No ballast adjustment devices permitted on car. Weight transfer devices of any type may not be activated by the driver.
5.3 Emergency Fuel Shutoff
- All cars must have an on/off electric system kill switch as well as an on/off fuel system valve, both must be clearly marked and be within drivers reach as well as accessible form outside of the car.
5.4 Ignition Kill Switch
- All cars must have a clearly marked On/Off master switch that cuts all power to the engine and ignition system located within reach of the driver while in a normal sitting position and accessible from outside the car through the right side window opening.
- It is Highly Recommended that the driver must also have an ignition kill switch located on the steering wheel that cuts power to the ignition system in an emergency.
5.5 Drivers Suit, Gloves, etc. -SFI Specification 3.2 A/5
- Driver must, at all times while in car, wear an SFI 3.2 A/5 approved driving suit, racing gloves and racing shoes. Suits must cover legs, arms and body of driver. Suits, gloves and shoes must be of fire resistant material. Suit may be of a one piece or two piece designs.
- Driver suits must be in good condition and fit accordingly.
- It is s also highly recommended that fire retardant undergarments, socks and head sock be used.
- Full face helmets are required and must meet either SFI Specification 31.1 or Snell SA2005 standards.
- Open face helmets will not be permitted. Helmets must be worn at all times while operating the car.
5.7 Steering Wheel
- A steering wheel with a quick release coupler is mandatory. The coupler cannot be covered with plastic.
- Top of steering shaft and center steering wheel must be padded with a minimum of 2” (inches) of resilient material.
- A 3/4” (inch) solid steering shaft or .120” (inch) wall tubing is recommended.
- Only metal or aluminum steering wheels are permitted.
5.8 Drivers Seat
- Driver’s seat must be designed for auto racing and constructed of a minimum of 0.125 inch thick aluminum and adequately padded, full containment seats are recommended. NO FIBERGLASS SEATS PERMITTED.
- The seat must be securely attached to the main roll cage in at least six points and cannot protrude outside 4 point upright or top cage halo.
- Aircraft-quality hardware with bolts no less than 3/8” (inch) in diameter is required for attaching seat to seat substructure. Seat must be located with at least 6" (inches) and a preference of 8" (inches) clearance to the nearest longitudinal door bar.
- A padded right side headrest is required.
5.9 Roll Bars
- A minimum of a six-point roll cage structure of 1 3/4” (inches) OD (outside diameter) x 0.095” (inch) wall Chrome-moly or mild steel tubing is required. The base of the upright cage members must be solidly welded to the frame rails. All cars must have an x-type member across and behind the driver.
- Roll cage structure should be fully gusseted with minimum 1/8” (inch) thick gusset plate’s at all major tube intersections.
- A minimum of four (4) horizontal bars, three (3) curved, with six (6) vertical bars (two (2) between each horizontal bar) is mandatory.
- The roll cage must be braced to the rear frame kick-ups, and diagonally side-to-side between the rear uprights.
- A full length dashboard bar is required and must be part of the roll cage structure and made of 1.3/4” (inches) O.D. (outside diameter) x 0.095” (inch) wall Chrome-moly or mild steel tubing.
- Total height of roll cage to be 40 1/2 " (inches) from bottom of frame. Halo to be no less than 1” (inch) lower.
- Width of halo should be a minimum of 44” (inches) on perimeter chassis and 32” (inches) on straight rail chassis. Measurement is from outside to outside of tubing.
- A drivers bar vertically alongside of the driver from the halo to the left side of frame is highly recommended.
- Minimum height of door bars on driver’s side is 22 1/2” (inches) from bottom of frame.
- A vertical bar (“Petty Bar”) located in the middle of the front opening of the windshield and attaching to the “dash bar” on the bottom and halo on the top of the cage (minimum 1” (inch) outside diameter) is required.
- It is mandatory for Street Stocks to have a 1/4" (inch) plate 40” (inches) in length and 17” (inches) high minimum, welded to the driver’s side door bars and the driver’s door as in the following example:
It Highly Recommended for all other divisions to have 13 gauge metal welded between the door bars or a 13 gauge plate 40” (inches) in length and 17” (inches) high minimum, welded between the door bars and the driver’s door as in the following example:
- A vent window brace located at “A” pillar on the left side is required.
- All bars, including steering wheel and shaft, in drivers section must be padded.
- The use of Aluminum and/or other soft metals in any part of the structure is not permitted.
- All roll cage installations and workmanship must be acceptable to Shangri-La II Officials.
5.10 Belts and Shoulder Harness
- Shoulder harness meeting SFI Specification 16.1, type 1. Seat belts must be dated by the manufacturer and must not be used beyond 4 years after the manufactured date.
- Restraints must be secured to roll cage members and/or frame rails, not to floor. Restraints must have readable identification tag and maintained free of fraying or dry cracking and are subject to periodic approval inspection. No original equipment belts permitted.
- The illustrations Figure 1 and Figure 2 are the recommended methods for mounting the Shoulder Harness and Lap Belts. Always follow the recommendations of your manufacturer when installing any safety item in your car.
- Both ends of the lap belt must be fastened to the roll bar cage with high quality bolts not less than 3/8” (inch) diameter as specified by the manufactures specifications.
- Where the belts pass through the seat edges, the belt must have a grommet installed, be rolled and/or padded to prevent cutting the belt.
- A center (crotch) belt must be securely mounted to the lower seat frame at the bottom and to the lap seat belt at the top.
- A lap belt no less than 3 inches wide is compulsory, all seat belts and shoulder harnesses must connect at the lap belt with a quick release buckle.
- The illustration in Figure 3 below demonstrates the generally recommended mounting angles for both the Shoulder Harness and Lap Belts. Always follow the recommendations of your manufacturer when installing any safety item in your car.
5.11 Head and Neck Restraints
- The following SFI 38.1 approved head and neck restraints are highly recommended Hans; Hutchens II; R3 and Hybrid. This rule will be a REQUIREMENT for 2014.
Note: Shangri-La II Speedway Management reserves the right in the future to at any time mandate a Head and Neck Restraint of its choosing.
5.12 Window Net
- A left side SFI 27.1/1 rated window net manufactured of 1” wide webbing 8” (inch) high x 20” (inch) wide is required in the drivers window, No mesh windows are allowed.
- The window net must be centered in the window area and securely fastened at the top with a minimum of a .1875” (3/16 inch) flat steel bar or .375” (3/8 inch) round stock and run the entire length of the window net between mounting points. The bottom must be securely fastened to a door roll cage horizontal bar as shown in the following example:
- The net must have a mechanical release welded to the front or “A” pillar end of the bar. Spring-loaded releases are not approved for competition.
- The net must be in the latched position at all times when the car is on the track. Right side cage nets are also recommended.
5.13 Roll Bar and Door Padding -SFI Specifications 45.1
- Resilient padding meeting SFI Specification 45.1 must be installed on any roll cage or frame member that can be reached by any extremity of the driver while the driver is normally seated with restraints fastened. All hard surfaces around the driver’s head must also be padded.
- An interior door pad covering the left side door bars is recommended.
- It is highly recommended that high density foam padding be inserted between the outside of driver’s side door plate and body to help absorb energy in the event of a side impact.
5.14 In Car Fire Control
- A minimum of a five-pound (5) on-board fully functional fire suppression system, with multiple discharge points is recommended, Cold Fire recommended for cockpit usage.
- All cars not employing a fire suppression system must have a minimum of a 2.5 lb (pound) fire extinguisher securely mounted within the drivers reach. Tape is not acceptable as the method of mounting.
5.15 Fire Extinguisher in Pit Area
- Each Team is required to have a minimum of a five (5 lb) fire extinguisher in their assigned pit area, a ten (10) to fifteen (15) pound fire extinguisher is recommended.
- Sport Mods and Modifieds are allowed one rear view mirror inside the car, multi-panel racing mirrors are allowed with a maximum of a 3 panel mirror.
- Late Models, Street Stocks, 4 Cyl, 4 Cyl Jr and EST Trucks are not permitted to use any mirrors.
5.17 Car Jacking/Support
- Cars must be fully supported by jack stands whenever a person is beneath it.
- All cars must have a safely mounted suspension in both the front and rear of the car, as per the Shangri-La II Tech Officials.
5.19 Gear Rule
- Modified, Late Model & Sportsman Modified – No Gear over 500 will be allowed.
- Street Stocks – Final gear ratio : nothing over 519
5.20 Car Safety Inspection
- ALL CARS WILL BE INSPECTED BEFORE GOING ONTO TRACK. ANY CAR DEEMED UNSAFE WILL NOT BE ALLOWED ON TRACK. DECISIONS OF TRACK OFFICIALS WILL BE FINAL.
- The battery may not be located within the driver’s compartment.
- Battery must be isolated within the fuel cell area of the car and securely mounted and covered by a non-conductive cover. Dry Cell batteries are exempt from cover.
5.22 Drive Shaft
- It is mandatory that two (2) 360 degree solid steel brackets, no less than 1.5” (inches) wide and 1/4 inch thick, be placed around the drive shaft located 6.0” (inches) from the front and 6.0” (inches) from the rear and fasten to the cross member or chassis of the car.
- All drive shafts must be painted white.
6.0 Recommended Fuel Cell Mounting
- Containers must mount to the rear clip frame rails via two (2) lateral and two (2) longitudinal braces, forming a grid beneath and on both sides of the cell container. A grid brace of two (2) lateral and two (2) longitudinal braces must cross the top of the fuel cell container. Fuel cell grid material shall be 1.5 inches (1 ½”) x .125 inch (1/8”) steel strap.
- All fuel cells must have a safety loop designed to protect the rear of the cell.
- Fuel cell must be enclosed in a 20 gauge steel canister.
6.1 Fuel Shutoff
- All cars must have a clearly marked On/Off fuel shutoff valve located within reach of the driver while in the normal sitting position and accessible from outside of the car.
- Only Speedway approved racing gasoline is allowed. No alcohol, nitrous oxide, oxygen bearing or performance enhancing additives may be introduced into the air induction or fuel supply, either at the fuel cell or upstream in the system.
- No ‘blending’ and/or mixing of fuels will be permitted.
- Fuel is subject to inspection by Speedway Officials at any time during an event.
6.3 Fuel Pumps
- No electric fuel pumps allowed unless specifically permitted by rules for a division.
6.4 Fuel Injection or Supercharger
- Fuel injection or superchargers are not permitted.
7.0 Added Weight
- Added weight must be in solid blocks, no less than five (5) pounds, no pellets, sandbags, etc.
- No weight may be located within the driver’s compartment.
- Ballast weights must have number of car clearly and indelibly printed on individual weights, and must be secured by bolts/lock nuts or trapped in such a manner that they cannot be dislodged under normal racing conditions. Any car/competitor loosing ballast weight on the track may be disqualified from that event plus lose weight.
- All cars must also meet all weight rules specified for each division.
8.0 Traction Control
- Traction Control of any type is strictly prohibited. Any team found to be in possession of any traction control device will be disqualified and lose all winnings for that event. The team will also be stripped of all season points and may be banned from competition at the discretion of Shangri-La II Speedway Management.
- No Hand grooving, buffing, grinding and/or cutting on any are of the racing tire allowed.
- Any competitor who, during an event, uses or is in possession of one (1) or more tires that have been altered externally or internally by unauthorized treatment is subject to disqualification and/or suspension from future Shangri-La II Speedway Events. Additional fines and or penalties may be imposed at the discretion of the Speedway.
- Any team found with any tire softener, conditioner, or any substance used to treat tires, in their possession (including trailers and haulers) during any Shangri-La II Speedway event will be disqualified from the event and is subject to disqualification and/or suspension from future Shangri-La II Speedway Events. Additional fines and or penalties may be imposed at the discretion of the Speedway.
- No tire warming or heating permitted, include heating blankets, heaters, or ANY form of temperature altering methods. No exceptions.
8.2 Tire Usage Rules
- Competitors must start the feature race on tires used to qualify with. Any change of qualified tires must be approved by Shangri-La II Speedway Officials. When an Official detects a change from the qualifying tires without approval, the competitor will be allowed to change back to the original tires and start the race from the rear of the field.
- A tire can not be changed in a feature race unless it is flat. Violation of this rule will carry a 2-lap penalty.
- Additional tire usage and control guidelines may be defined at the discretion of the Speedway.
8.3 Durometer Rules
- The only approved Durometer will be the Shangri-La II Tech Officials instrument.
- Tire durometer readings will be checked. A tire minimum softness may be declared at the beginning of a race event.
- Any tire under the minimum limit will be determined illegal and become the property of Shangri-La II Speedway.
- Any competitor purposely avoiding a Shangri-La II Tech Official by running through the dirt, water, taking extra laps around the track, etc., will be determined to have illegal tires.
- Any competitor found with illegal tires in the qualifying events will be disqualified and placed at the end of the feature line up if the field is not full.
- Any competitor found with illegal tires in the feature race will be disqualified and lose all points and purse for the event.
- Any competitor found with illegal tires a second time will be disqualified and subject to possible suspension from future Shangri-La II Speedway Events. Additional fines and or penalties may be imposed at the discretion of the Speedway.
- All decisions by Shangri-La II Officials will be final.
Note: No race team will be allowed to leave any tires on Shangri-La II or Skyview Drags property after a race event. Any participant violating this rule will be subject to fine, loss of points and suspension.
a. Modified, Sport Mod and Late Model divisions only may use two-way radios for spotters and pit communication. The use of two-way radios is optional.
b. Teams may be required to register the frequency they will be using with the Shangri-La II Track Officials,
c. The Speedway will have the authority to disqualify any team found abusing the use and intent of team radios.
9.1 One-way Scanners
a. All car drivers must have one (1) one-way radio/scanner programmed to receive the Shangri-La II race control frequency at all times. Failure to comply with Officials one-way commands will result in an on track penalty or immediate disqualification.
a. Transponders are mandatory for all racing events. All teams must be equipped with working transponders fit to detect AMB Timing & Scoring system. Model TransX260 is recommended.
b. Team may purchase their own transponders, for teams without a transponder they will be available for rent on a night by night basis at the Speedway at $20/each with a $200 crash clause.
c. The Speedway retains the right to withhold any and all winnings until rented unit is returned or (in an event of damaged unit) the crash clause is paid. If transponder is not returned, whether damaged or not, the driver will be responsible for the full retail cost of the unit, at $375.
d. Scoring Transponder brackets will be located on the right rear of the car and installed on the inside (or outside) of the right rear frame rail. The round post of the bracket must be on top and the square tab on the bottom flush with the lower edge of the frame rail. The bracket must be mounted with its center line exactly 12” to the rear of the rear axle centerline and must be completely vertical to the ground.
